There May be possibilities, you might have downloaded the testsuites.xml file and may be trying for test cases.

Steps to Import test cases in .xml format:

Step 1: Click on Test Specification Tab.
Step 2: Click on Test Suite to view the test cases it contains.
Step 3: Select and click on test case.
Step 4: Click Export button visible on the right pane of the browser screen.
Step 5: Check the all the check boxes available in the screen.(Ignore Export requirements and Export with keywords, if you don't want)
Step 6: Modify the .xml file, don't change the file name.
Step 7: Now Click on Test Suite folder, Click on import button under Test Case Operations.

Step 8: Upload the testcases.xml which you have modified and verify the uploaded testcase under same  test suite folder which you have selected for the upload.
