Hi,

Everyone are responsible for risk management within their scope.

There are 2 types of risks, Project Risks and Product Risks.

The short answer is that we as Testers are in charge of Product Risks, while Project Risks need to be coordinated by a Project Manager and she in turn will make sure that the person more apt to handle the risk is on top of it.
