How do you estimate for the following case?

 

There is a turn-key testing service for a web-based application which is expected to be completed in 100 Mandays.

 

The practical experience is that there is gap between one version release to another that resulted no work to deployed test engineers and tools.

 

A) Do you consider in estimates their idle hours as you pay them salary?

 

Some times load will be very high that demands late night working. In this case you do not pay extra salary to test engineers.

 

B) Do you count these hours spent and consider in your estimation?

 

In other words, why should client pay for idle resources time and why should vendor loose same time without payment. Who is the real looser and how to justify this?
