Quality is delighting customers

A bug or an enhancement is created as a task and the programmer works on it to resolve the task.
Based on the complexity of the coding involved, the task is gauged as Simple, Medium and Complex. Once the coding is completed, the tasks are sent for Testing.

But even for a Tester the same Task Complexity is maintained which I feel will be a misjudgment. Even for a single line of Code change, can affect many modules or screens. So, is there any way to measure the Complexity of the Task from a Tester's perspective?

We can measure the testing complexity in terms of the test data passed to a certain system functionality correctness by testing it.It is shown that even for very restrictive classes of programs, none of the commonly used test criteria, namely, having every statement, branch, and path executed at least once, is nearly sufficient to guarantee absence of errors.
