Other than requirement traceability matrix, what are the other factors that we need to check in order to exit a testing process?

Tracebility ensures you that you have coverd testcases for all requirements but in order to exit a testing process for a particular application following factors are considered
1.All the major P1(critical) bugs are fixed and retested for fixes.
2.When the sheduled date for release is baselined
3.When the frequency of bug occurance is low
4.Buget alloted for testing

I do agree with santosh...also the Time Frequency should be considered if it has to be strictly followed
