Is there any tool for creating users to test web application ?

yes buddy, there are many tools through which you can create multiple users and simulate your actions..actually this functionality comes under performance testing and a performance testing tool can help u in this, some open source tools are Jmeter, OpenSTA apart from licensed tools like loadrunner,neoload, etc.....
