 you can use these sites or  there is software called mutibrowser viewer use trial version  there is stimulator for android and Iphone u can use it .Hope these will help you .

I think application can be tested best on device only....coz on simulators we can test only functional things that too in limited way.

Well!  that true but as it not possible to test  all thing on device that why stimulator are in picture ..At least we get idea what  behavior of application. I have been work on one project by which we create mobile site.As it not application  it totally  site testing little kind of  UI and functionality testing . It was hard for me to test on all device so I used blackberry stimulator but yes  I didn't  able to catch  some issue which was on iPhone actual device  but, at least  I got   some way for my testing ...
